The city council voted 7-2 in favour of the proposal on Tuesday evening, following a six-month public consultation period.
The new network will connect the train station, the university campus, and the main shopping district, with construction expected to begin early next year.
Local cycling groups welcomed the decision, though some business owners raised concerns about reduced parking along the affected routes.
